Will Dunn It's telling you a couple things, every minute you fly it beeps to allow you to keep track of flight time or your radio batteries are getting low and need to put in fresh batteries.

Will Dunn You shouldn't need a program card. Install the electronics and calibrate the motor and esc with your radio by holding full throttle and plug battery in. Then wait for beep sequence, then full reverse wait for beep sequence and release to center.
