I have checked this cheap Li battery charger and it works as it shoud. In my case it gave 700mA and 4.1V at the beginning of charging. That current is good for a 2000mAh battery. For smaller batteries you should change the "program" SMD resistor with the 122 code. I am planing to solder there a variable 10k resistor, to use the charger for a wide range of Li batteries. Well made, except for the slightly unreliable USB jacket. The firmware does NOT fall back to "checking" when the connection gets interupted; instead it gets stuck in "no battery" or "battery full" until you unpower it for a few seconds. A proper build should include a permanently mounted cable (USB plug, decent wires, momentary switch for temporarily breaking the circuit without having to pull the plug) soldered to the IN pads.
