All 10 arrived in individual plastic tubes. The rust protective coating seems waxy or gummy, so I cleaned the bits in my ultrasonic cleaner and applied my own rust protectant. You can see in the photo that the HSS is a few different shades, so I suspect that there's a little bit of variation in how they're heat treated. The 10mm cutter has 4 notches on the perimeter of the base of the shank. They don't seem to protrude, so they're just tooling marks that I don't believe will effect how true the cutter spins in a collet. I'll be using these bits soon. For the price, you'd have a very hard time scoffing at them. Perfect for learning with before you buy nicer tooling.

This collet holder and nut both seem very nice. The threads are clean and shiny, appear to be well machined, etc. I didn't find any burrs or defects that concerned me, so this holder was usable out of the box. The chamfer on the inside edge of the back of the spindle are a little rough, but this doesn't effect the "business end" of the collet holder. A nice piece of tooling, and amazing for the price. I'll be ordering more.

This set of collets arrived quickly. All 13 are packaged in labeled individual plastic containers that make storage handy. You'll want to spend some time cleaning these collets, as they have several metal burrs stuck in the expansion slots, and you wouldn't want to damage your collet holder or cutting bits. Several have rough surfaces on the top and bottom, and a few have surface rust on non-critical faces. Several of them have slots that aren't cut all the way through, but I don't believe it will effect their clamping ability or their eccentricity... Overall, this set of collets is extremely affordable, so you can use them as if they were disposable, and replace them as needed without feeling bad. Just spend some time cleaning them up so that you don't damage your collet holder.
